LAKE RABUN was the first built and is the second in size of the vast reservoirs which store up the surplus water of rainy days and rainy seasons for use through times when the daily rainfall and the average flow of the Tallulah River is not sufficient to keep the power plants in full operation.

Realizing the need for reserve supplies of water to insure continuous and uninterrupted operation regardless of weather conditions, Georgia Power Company began construction of Lake Rabun dam, then known as the Mathis dam, late in 1914 even before the final completion of the Tallulah Falls power plant.  The work was finished and the gates closed for storage of water May 12, 1915.

The site of Lake Rabun dam was selected with regard for the same conditions which governed the location of Burton dam in 1917.  It stands at the foot of one of the longest and deepest valleys in the Blue Ridge mountains, fed by a number of small streams and springs in addition to the Tallulah river.  It locks the shoulders of two lofty mountains which form a titanic natural barrier against the impounded waters.

Mathis dam is 90 feet high and 700 feet long across its crest.  It backs up water for a distance of 9.32 miles to the foot of Nacoochee dam at Seed Lake.  Lake Rabun thus formed is only 834 acres in surface but its depth is so great that it has a capacity of 1,369,000,000 cubic feet.

The stored waters of Lake Rabun alone would run Tallulah Falls power plant at rated load for one month even if rainfall ceased utterly and all the springs and streams of the mountains went dry.

The intake of the mile-long tunnel to Terrora power plant is located just above Lake Rabun dam, furnishing power directly to that plant and indirectly to the three others, Tallulah, Tugalo, and Yonah, lower in the series.
